Typically, world tension is caused from fascist and communist nations like the soviets, germans, italians, or the japanese going to war (pretty self-explanatory). Is that what you want to avoid? I would prefer to know ways to increase the tension to amp up the chaos and fun. I find it very fun and exactly what I want in a world war. The Soviets began with many invasions plus a few civil wars and then a general brawl developed worldwide. Is that caused by world tension? I didn't cause it myself.
